Newsletter 206 BNFIX PICH
People, principles, services
October 2025
Dear all,
In the October edition of the BNFIX PICH newsletter, we share a range of topics of interest.
We begin with an interview featuring Andreu Cruañas, offering insights into people management. This is followed by an analysis of the current state of Social Security contributions for the self-employed, highlighting three key variables that help clarify the situation.
We also examine the implications of time tracking regulations in companies and provide an update on how large property holders are being treated under current legislation in Catalonia. Additionally, we offer a practical overview of the implementation of the Verifactu electronic invoicing system, aimed at helping businesses adapt to new compliance requirements.
Finally, we address other relevant matters, such as the responsibilities of those managing whistleblowing channels, and share our latest collaborations and activities.

/ The Catalan Register of Large Property Owners, by the end of October
The creation and implementation of the Register of Large Property Owners (RGT) in Catalonia could become a reality by the end of this October. This was announced by the Minister of Territory, Sílvia Paneque—an announcement we take the opportunity to use to remind you of the new obligations that large property owners in Catalonia (large holders) must comply with.
/ Verifactu: the new regulation of invoicing software systems (SIF)
The new regulation on invoicing software systems (SIF), known as Verifactu, will be mandatory starting January 1, 2026 for companies and July 1 for self-employed individuals and sole proprietors. The regulation introduces technical requirements and enhanced controls to ensure the integrity, traceability, preservation, and tax control of all invoices and receipts issued within the framework of any economic activity.
/ Self-Employed Contributions: Maximum Increase of 2.5% for 2026
In the transition process towards a contribution system for self-employed workers based on actual income, the Government has revised its forecast for the 2026 contribution bases, which initially included increases of up to 35% in the highest brackets, and has finally approved a maximum increase of 2.5%.
/ Whistleblowing Channel: Obligations Affecting Its Responsible Person
A recent note from the Independent Authority for the Protection of Whistleblowers (AINPI) has raised certain doubts among companies regarding the Internal Information System (IIS), known as the whistleblowing channel. In light of these doubts, we believe it is necessary to remind you of the obligation to notify the appointment or dismissal of the persons responsible for the whistleblowing channel, clarify who is required to have such a channel, and detail the procedure and deadlines established for communication to the AINPI.

/ ‘Business Freedom in Spain’. Instituto de Estudios Económicos and The Heritage Foundation. October 2025
The latest study by the Instituto de Estudios Económicos confirms that Spain ranks among the lowest in economic freedom within the OECD, occupying position 31 out of 38 in the 2025 Economic Freedom Index, 7% below the average of developed countries. According to the IEE, this is due to high fiscal pressure, a persistent structural deficit and public debt, excessive public spending, and complex regulation that hinders business creation and growth.
For this reason, the report advocates for business freedom as a strategic pillar, warns about the risks of diluting corporate objectives, and defends the need to strengthen business autonomy to drive economic growth and social well-being.
